ARTHUR J. BALFOUR. TLS: "Arthur James Balfour", 1¼p, 7x8½, separate sheets. Pall Mall, 1909 August 19. The former British Prime Minister writes to W. Lawler Wilson as Leader of the Opposition. Marked by him: "Private". In part: "It is quite true that I wrote a letter for inclusion in the volume issued by the London Municipal Society: but I think you will agree with me that there exists a distinction between the work published by a Party Organisation and one published by a private individual. Not that the latter may be less deserving of public approbation than the former, but, were I once to commenced allowing extracts - even single phrases - to be used for the purpose of increasing the circulation of works of individuals, I should be beset with other applications, and the problem of dealing with them would be beyond my powers...." Balfour was British Foreign Secretary from 1916-1919. His Balfour Declaration (1917) asserted that the British government favored establishment in Palestine of a national home for Jewish people without prejudice to civil and religious rights of existing non-Jewish communities.
