He has served as a city manager in cities in Connecticut, New Jersey, and California, and as the president of the Connecticut chapter of the American Society for Public Administration. He lives in Meriden, Connecticut. PHILIP K. SCHENCK has served in Connecticut and other New England municipalities as a town manager for over forty years.
