He lives in Meriden, Connecticut. PHILIP K. SCHENCK has served in Connecticut and other New England municipalities as a town manager for over forty years. A former president of the Connecticut Conference of Municipalities and former chairman of the Connecticut Interlocal Risk Management Agency, he lives in Avon, Connecticut.
