The main thrust of the book is the private cloud and the hybrid cloud using Enterprise Manager 13c, which is the practical thing to write on since most companies using Oracle are currently in that state - they have a lot of Oracle databases in house, they may be using Enterprise Manager, and they are starting to use the cloud databases.  So this book is quite practical. It doesn't say put everything on the cloud, or the recently announced in-house cloud machine.
